Tremplin
An initiative to help propel the Outaouais’ cultural organisations.
Who is Tremplin for?
The program is for all organisations in the fields of arts, culture, and heritage whose head office is in the Outaouais. This initiative stems from a regional agreement that aims to bridge the gap in cultural financing in the Outaouais as well as support the region’s cultural development.
What is the objective?
Tremplin’s objective is to support the cultural organisations in the Outaouais in increasing their professionalization and organisational capacity by providing access to expert consultants and human resources at reasonable cost.
The program offers ad hoc assistance through two different components: increasing the reach of cultural organisations, and developmental support.
Component 1 – Increasing the reach of cultural organisations
Communication services are offered to organisations located in the Outaouais region based on the needs identified by the organisation and their assigned consultant.
These services will be included in an agreement that will last one year with the possibility of a yearly renewal, as long as the initiative is still active. These services are offered through a mutualisation scheme between multiple organisations.
Potential services include:
- Marketing
- Social media management
- Public relations
- Graphic design
- Copywriting
- Bookkeeping
Terms
The services are offered as an annual bank of hours. The hourly rate paid out by the supported organisations is established in concordance to the minimum salary rate of the current year, which is 15.25 $ for the year 2023-2024, with the remaining amount paid out by the various partners included in the « l’Entente sectorielle en culture pour I’Outaouais ».
To support the largest number of organisations possible, the total amount of hours available annually is 75 hours per organisation. If ever there are remaining hours, they could be redistributed among the interested organisations.
As an example: in 2023, an organisation looking for communication services would have to pay out a maximum amount of 75 x 15.25 $ = 1 143.75 $ per year for services of an estimated value of 4,500$ + taxes.
Component 2 – Developmental support
The goal of the support offered through the second component is to support the development of the organisations and their teams throughout the process. Over a period of 6 months, the support aims to:
- Guarantee the growth of cultural organisations by increasing their organisational, administrative, and financial health.
- Reinforce the organisational capacities of the organisations to increase the participation and the diversification of their audiences and users.
- Improve access to various funding at various levels of government.
Potential services include:
- Preparation of a support strategy to help in the search for funding sources and help in the writing of funding applications.
- Reinforcement of organisational capacity through strategic planning
- Support plans
- Working, collaborative, and management tools
- Developing internal processes and strategies for continuous transfer of knowledge.
Terms
This process would last a period of 6 months for a maximum of 75 hours per organisation. The 40 first hours are offered free of charge. Subsequent hours will be billed in concordance to the minimum salary rate of the current year, which is 15.25 $ for the year 2023-2024.
As an example: in 2023, an organisation taking part in this component would have to pay out a maximum amount of 55 x 15.25 $ = 533.75 $ per year for services of an estimated value of 6,300$ + taxes.
Here are the steps required to participate in this initiative:
- Fill out the registration form
- Complete an organisational diagnostic
- Establish a support plan
- Sign a commitment agreement
- Actively participate in the support process
- Complete a final evaluation
Deadline
Requests for support services for the financial year 2023-2024 must be received between September 15th and October 13th, for a duration of one year.
Requests must be received by Friday October 13th at 4pm.

Partners
This initiative is part of the « l’Entente sectorielle en culture pour I’Outaouais pour le soutien à la professionnalisation des organismes culturels et partage de ressources 2022-2026 ». The partners and financers of this agreement are : the ministère de la Culture et des Communications (MCC), the Conférence des préfets (CPO) and the ministère des Affaires municipales (MAM) through its fonds Région et ruralité (FRR) and the MRC des Collines-de-l’Outaouais, the MRC de Papineau, the MRC de Pontiac, the MRC de la Vallée-de-la-Gatineau and the Ville de Gatineau. Culture Outaouais is the trustee and coordinator of this agreement.

When will I receive an answer?
We will contact you within three weeks following the receipt of your registration.
Are services offered in both languages?
Yes, this initiative will offer services in French and in English.
Must I be a member of Culture Outaouais to participate?
No, it is not a requirement.
Must I use the totality of the bank of hours allotted?
No, any remaining hours will be redistributed.
Is there a limited number of organisations that can apply?
No, there is no maximum number of organisations. The initiative is open to any interested organisations for as long as the agreement budget allows for it.
Will there be further calls for proposals?
Yes, the agreement lasts 3 years. Requests for the 2024-2025 and 2025-2026 financial years will need to be submitted:
Between December 15th and January 15th for services required starting April 1st;
Between May 1st and 30th for services required starting September 1st.
Is there a selection committee?
No, however all requests will be analyzed the funders.
If I’m currently working with a consultant, may I continue working with them through this initiative?
Yes, it’s possible. Please mention their name and contact information in the registration form.
Can the offered support continue following the period of 6 months?
Yes, however a new request will need to be submitted.
Can I submit a request for services not mentioned in the lists of Component 1 and 2?
Yes, however the services must meet the objectives outlined in Component 1 and 2.
